A formal reception signals deeper engagement

Myanmar's military-backed president Min Aung Hlaing arrived in Malaysia on October 7 for a two-day official visit and talks with Prime Minister Anwar Ibrahim. Malaysia's foreign ministry confirmed the visit, while Reuters and AP reported a formal reception at the start of the trip.

The visit marks a visible shift from the period after Myanmar's 2021 military takeover, when ASEAN excluded its military leaders from top-level meetings. Formal engagement does not mean the bloc has resolved its divisions over Myanmar's conflict or political legitimacy.

Returns sit at the centre of the talks

Malaysia said the agenda would include the return of Myanmar nationals who are in the country without legal status, with officials presenting the process as voluntary, safe and dignified. Reuters reported that Malaysia has returned about 10,000 Myanmar nationals this year.

UNHCR has warned that people should not be returned to Myanmar while conflict and serious protection risks continue. The agency expressed concern after Malaysia returned 1,476 people in September and said safeguards must identify refugees and others who could face danger.

Diplomacy and protection pull in different directions

Malaysia hosts a large refugee and asylum-seeker population from Myanmar, including Rohingya who fled military violence. AP cited UNHCR data showing about 215,600 registered refugees and asylum seekers in Malaysia, around 126,000 of them Rohingya.

For Kuala Lumpur, direct talks may offer a channel on migration and regional stability. For Min Aung Hlaing, the official welcome offers international visibility. The central unresolved question is whether diplomatic engagement produces verifiable protection for people facing return.
