OGRA’s Nov. 5 release and Nov. 6 price sheet are the primary records for the new rates and calculation. They describe ex-depot prices and exclude the later freight from an oil-company depot to an individual pump, so the notified figure is not a promise that every outlet’s final sale price changes by exactly the same amount. OGRA’s components also show a Rs14.71-per-litre petroleum-levy surrender by refineries; Dawn reported that this formed part of a 30-day arrangement. The historical comparison of Rs266 in early March and a Rs458.41 peak on April 3 comes from Dawn’s reporting. The price cut does not show that global supply risks or broader consumer prices have returned to earlier levels. The actual-event image search found no reusable photograph of the OGRA decision; current fuel-report images surfaced under Reuters/AP licensing. What changed on Friday
Pakistan’s Oil and Gas Regulatory Authority (OGRA) cut its notified petrol price by Rs9.41 per litre, to Rs352.59, from Friday, Nov. 6. High-speed diesel fell by Rs5.56 to Rs382.25. The regulator announced the revised rates on Thursday, Nov. 5; they took effect at midnight.
Dawn reported this was the fourth consecutive reduction. The official notice calls the figures ex-depot prices and says they exclude the final freight from an oil company’s depot to an individual filling station. They are the regulated base rates, not a guarantee that every pump’s final price will move by precisely the same amount.
A seven-day link to global markets
OGRA’s calculation sheet uses a seven-working-day rolling average for the international petrol benchmark and exchange rate. The regulator says the full effect of daily changes in international product prices is passed through over seven working days. A sudden change in crude markets therefore does not translate into an identical same-day change at Pakistani pumps.
The Nov. 6 sheet also lists a Rs14.71-per-litre reduction in the petroleum levy, to be surrendered by refineries. Dawn reported that the government’s 30-day arrangement asked refineries to bear part of the levy impact. That support is one component of the price setting alongside imported fuel costs, freight, the exchange rate and fixed margins.

Relief from a high starting point
The new petrol rate remains about 33% above the Rs266 level Dawn cited for early March, though below the Rs458.41 peak it reported on April 3. The two reductions announced on Nov. 4 and 5 together lowered the notified petrol rate by Rs16.47 per litre from the Nov. 4 figure of Rs369.06.
Petrol is widely used by motorcycles, rickshaws and small vehicles; high-speed diesel is important to heavy transport and generators, Dawn reported. Lower fuel rates can ease some costs, but they do not guarantee that fares, freight charges or food prices will fall by the same amount. The OGRA notice changes a regulated fuel price; it does not establish that the wider supply disruption has ended.
