Reporting Notes

Reuters’ Nov. 5 report is the source for the call, the group’s account of its database and the lack of an immediate response from the Archdiocese of Lima and the Peruvian Episcopal Conference; allegations are attributed and are not treated as findings. A separately accessible release from BishopAccountability.org was not found, so Reuters is the event source for the call and database. The Holy See programme and Vatican News confirm the tour dates and that survivor meetings were planned, but do not identify participants or announce a commission. A bounded search for actual-event imagery found a Religion Digital press-conference photo without clear reuse terms and Reuters Connect material requiring a licence; neither is used. These are archive-context images: Christoph Strässler’s Lima Cathedral photo from Aug. 10, 2022 (CC BY-SA 2.0), and a Dec. 9, 2018 still from Diario La Industria’s interview with then-Bishop Robert Prevost (CC BY 3.0). Neither depicts the Nov. 5 event. Originals are retained under public/newsroom/source-originals/peru-church-accountability-20261106. The lead was proportionally resized from 7,797 × 4,386 to 1,800 × 1,013 and converted to WebP at quality 86; the inline interview still remains 1,280 × 720 and was converted to WebP at quality 86. The Commons file history says its uploader removed a watermark from the video still; that change predates this use. Neither derivative was cropped or retouched here. The lead derivative remains CC BY-SA 2.0; the inline derivative is shared under CC BY 3.0.

A proposal, not an official commission

BishopAccountability.org, a US-based group that tracks Catholic clergy-abuse allegations, called on Nov. 5 for a truth commission in Peru to investigate sexual abuse in the Catholic Church. The appeal was made in Lima one day before Pope Leo XIV began a 12-day journey through Uruguay, Argentina and Peru. It is an advocacy proposal: no commission has been announced by the Peruvian government or the Church.

Reuters reported that the group’s co-director, Anne Barrett Doyle, accused Peru’s Church hierarchy of secrecy and of failing to confront allegations. The Archdiocese of Lima and the Peruvian Episcopal Conference had not responded to Reuters’ requests for comment by the time of publication.

The visit puts accountability in focus

The Holy See said meetings with people who have experienced abuse by clergy and other Church members were planned during the Nov. 6–17 trip. Its published itinerary schedules the Peru leg for Nov. 11–17, but gives no details about the meetings or their participants.

Leo served as a missionary and bishop in Peru before becoming pope. Barrett Doyle told Reuters she hoped he would address bishops’ accountability as well as meeting survivors. The Vatican’s announcement confirms the planned meetings, but does not say the visit will produce a commission or a change in Church policy.

A database is not a finding

BishopAccountability.org also published a database listing dozens of Peruvian clergy and religious figures whom the group says have been accused of abusing children or vulnerable people. The database is an advocacy group’s compilation, not an official register or a judicial finding; an accusation is not proof of guilt. This article does not reproduce names or unverified allegations.

The proposal leaves basic questions unanswered, including who would select commissioners, what records they could examine and how survivors would participate. No mandate, timetable or official response had been announced. The immediate development is the call itself, arriving as the Pope’s tour brings planned survivor meetings to the region.
