A return to power without control of the assembly

The Parti Québécois won Quebec’s October 5 provincial election without securing a legislative majority, according to Associated Press and AFP reporting. The result brings the pro-independence party back to government after more than a decade in opposition, with leader Paul St-Pierre Plamondon set to become premier.

A minority government must obtain support beyond its own caucus to pass legislation and remain in office. The election therefore gives the PQ responsibility for governing without an unrestricted mandate to implement its program.

The sovereignty pledge faces a separate political test

St-Pierre Plamondon has promised another vote on Quebec’s independence from Canada, but has said it should wait until Donald Trump is no longer US president. That pledge is a proposed future course, not an announcement that a referendum has been scheduled.

AP reported that the Liberals and Conservatives oppose a sovereignty referendum. An election victory cannot be treated as proof that most Quebecers support independence: voters chose a provincial government, rather than answering a referendum question.

Preliminary results and the transition ahead

Élections Québec explains that election-night returns are preliminary; results become official after votes are added, normally the following day in most constituencies. The transition also matters beyond the province. Quebec’s relationship with Ottawa, and the federal government’s response to US trade pressures, will now involve a provincial administration pursuing a different constitutional vision. How that relationship develops remains to be seen.
