The Nov. 2 launch, leadership and staffing were checked against Associated Press reporting and a separate Jiji Press dispatch published by Nippon.com; the planned remit and legal powers were cross-checked against Japan’s Prime Minister’s Office and a Library of Congress summary of Act No. 61 of 2026. The government’s Nankai Trough damage figures are described as a modeled scenario, not a prediction of an imminent earthquake. Both photographs are public-domain DVIDS records of the March 2011 Tohoku earthquake response; neither depicts the agency launch or current conditions. DVIDS marked the full-resolution download endpoint as login-only (HTTP 403), so the publicly served 1000w_q95 image renditions were used without cropping or retouching.
A permanent command post begins work
Japan began operating its National Disaster Management Agency on Monday, Nov. 2, placing a permanent office at the centre of preparations for major natural disasters, emergency response and recovery. The agency was formed by reorganizing the Cabinet Office’s disaster-management division, Associated Press and Jiji Press reported.
Prime Minister Sanae Takaichi heads the agency, while Reconstruction Minister Goshi Hosono became its first disaster-management minister. More than 350 staff are assigned to coordinate work that had previously been assembled across ministries as emergencies unfolded, AP reported. The government says the new office is meant to connect planning before a disaster with response and rebuilding afterward.
Coordination depends on ministries and local authorities
The agency is designed to coordinate government policy rather than replace every service that responds on the ground. Ministries retain their specialist responsibilities, and local governments remain essential to evacuation planning, shelters and relief.
Japan’s 2026 establishment law gives the disaster-management minister authority to issue recommendations to other administrative bodies, which must give them due consideration, according to a Library of Congress review of the law. That creates a formal route to press for coordinated action; the agency’s practical influence will depend on how its recommendations are taken up across government.

A severe earthquake scenario frames the work
The launch comes as Japan prepares for several high-impact hazards, including a possible major earthquake along the Nankai Trough, a submarine fault zone off the country’s Pacific coast. A government damage scenario cited by AP estimates that such a quake could cause as many as 298,000 deaths, force 6.5 million people to evacuate and destroy 2.35 million homes.
Those figures describe a modeled worst-case scenario used for planning; they are not a forecast that a quake is imminent. The scale of the estimate helps explain why the agency’s remit includes readiness and recovery as well as the first hours of emergency response.
Municipal preparedness will be an early test
Hosono told reporters that fewer than half of municipal officials had received disaster-management training in the previous five years, while only 15% of municipalities had evacuation plans for older residents and people with disabilities who need assistance, AP reported. The figures identify a gap between a national coordination structure and the local plans residents would depend on.
The agency’s first measure of success will be whether it can help close those gaps before a major event: aligning ministries, improving local preparedness and making response plans work for people who may need help evacuating.
